How to prevent IE from continously running in the background??

IE keeps running by itself, with it "opening" itself for around 40 applcations at a go. I have uninstalled it from control panel, reformatted my computer at least 10 times. I even tried to install a different copy of windows but to no avail. I tried to install another internet browser like Avant Browser but this only causes Avant to keep popping up... Since reformatting didnt help, I installed Lavasoft Ad-aware, Super Antispyware and Spybot search and destroy, updated all of them, rebotted in safe mode and scan. No prizes for guessing even in safe mode, IE still pops up. I'm desperately in need of help... HELP!!!

I have actually never heard of IE running on it's own. I would make sure there isn't some sort of virus attached to your computer

Start%26gt;Run%26gt;type in MSCONFIG%26gt;Startup tab - Look for any reference to IE
